Feather, Prime and Block: Is It Paint Work, Body Work, or Both? Experts Disagree
In collision repair estimating, few procedural questions generate as much persistent disagreement as how to classify the feather, prime and block (FPB) operation. Is it refinishing work done by a painter? Is it body work handled by a body technician? Or is it, as Larry Montanez of P&L Consulting argues, a hybrid operation that draws from both departments?
The debate was reignited when another well-known industry figure, Mike Anderson, published his view that the operation belongs to the painter. Montanez offered a counterpoint — and the details of his argument are worth examining carefully.
What Montanez Is Actually Saying
Montanez doesn't dispute that some elements of feather, prime and block are clearly refinishing operations. Applying primer is one of them; under EPA Rule 6H, priming is regulated as part of the refinishing process, and a painter is the appropriate technician to perform it.
But Montanez argues that other components of the FPB operation — the actual feathering, the blocking, and preparation of the substrate — are body work. The materials required for those steps are "general materials," not "paint materials." The distinction matters for how costs are allocated on an estimate.
"It is a partial paint, and a partial body operation," Montanez said. He pointed out that industry terminology describes the rate as "paint materials," not "paint and materials." Non-paint materials used in bodywork phases of FPB should be billed separately under general materials.
This isn't purely an academic debate. In practice, how FPB is classified determines which labor rate applies, which materials rate applies, and ultimately whether a shop is correctly capturing the cost of the work being performed.
What the Survey Data Shows
A "Who Pays for What?" survey focused on refinishing — conducted jointly by Collision Advice and CRASH Network — found that more than half of responding shops received body labor compensation for feather, prime and block, even though only 19 percent exclusively used body technicians for the work. Another 10.6 percent used technicians capable of performing both body and paint operations.
The survey results suggest the classification question isn't resolved in practice. Shops are being paid varying rates for the same operation, and the underlying rationale for which rate applies isn't consistently applied.
How the Estimating Platforms Describe It
All three major information providers have addressed FPB in their P-pages, with varying nuance:
AudaExplore (Audatex): FPB is classified as a refinishing operation required for welded panel replacements. Audatex includes labor time for FPB in the refinish category and can calculate associated materials. However, the platform does not provide a materials allowance for the process itself — that determination is left to the estimator. Importantly, Audatex's 2015 overhaul of its FPB treatment updated the version presented in the Montanez-Lange Hammer & Dolly analysis.
CCC (MOTOR): CCC positions prime and block as a refinishing process that restores a repaired panel surface from 150-grit finish to new undamaged condition. The platform describes it as a "not included" procedure best left to the estimator's judgment following an on-site vehicle evaluation.
Mitchell: Mitchell explicitly states that welded panel replacement times include grinding, filling, and final sanding up to 150-grit — but do NOT include feather, prime and block. That operation is defined as the "not included" refinish step that completes bodywork repair from 150-grit to new-panel condition. Mitchell references this in both its welded panels section and a dedicated Procedure 28 entry for FPB.
A Both/And, Not Either/Or
The persistence of this debate reflects a genuine ambiguity in how FPB straddles traditional departmental lines. The operation begins in the body department — creating a smooth, properly profiled substrate — and ends in the refinish department, with primer application and block sanding to a paint-ready surface.
Montanez's argument is essentially that shops and estimators should be precise about which portions fall under which classification, rather than defaulting to a single blanket assignment. If the work is split between body and paint technicians — which is the most common real-world scenario — the estimate should reflect that split.
This requires estimators to be familiar not just with what FPB is, but with how each IP platform handles it and what manual updates may have changed those descriptions since the last time anyone checked.

That's a debate worth having, especially as shops review whether their current estimating practices are capturing all of their legitimate costs.
